Samuel Houston Fish was born 2 January 1876 in Milam County, Texas, and died 26 August 1974 in Edwards County, Texas. He was the son of Electra Jane Lavicie Bingham and Elias Franklin Fish. He married Fannie Lee Crsip 20 November 1901 in Junction, Kimble County, Texas, daughter of Robert Crisp and Mattie Cox. She was born 14 December 1885 in Junction, Kimble County, Texas, and died 15 April 1973 in Uvalde County, Texas.

In an interview the 21st August 1969 at age 94 while living at Vance, Texas, Sam stated that he worked for the first water works in Kimble County beginning when it was constructed in 1895. A grist mill was also connected to the water system that was used to grind mill and flour until 1924. The system also ran the cotton gin. His brother-in-law, Ansel Wallace, also worked there.
